MARINE

The International Ship and Port Facility Security Code (ISPS Code) is a comprehensive set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to ships and port facilities in the wake of the 9/11 attacks in the United States.

The ISPS Code is implemented through chapter XI-2 Special measures to enhance maritime security in the International Convention for the Safety of Life at Sea (SOLAS). The Code has two parts, one mandatory and one recommendatory.

In essence, the Code takes the approach that ensuring the security of ships and port facilities is a risk management activity and that, to determine what security measures are appropriate, an assessment of the risks must be made in each particular case.

The purpose of the Code is to provide a standardized, consistent framework for evaluating risk, enabling Governments to offset changes in threat with changes in vulnerability for ships and port facilities through determination of appropriate security levels and corresponding security measures.

The International Ship and Port Facility Security Code (ISPS) is limited to ships over 500gt. The main objectives of the ISPS Code is:

To detect security threats and implement security measures
To establish roles and responsibilities concerning maritime security for governments, local administrations, ship and port industries at national and international level
To collate and promulgate security-related information
To provide a methodology for security assessments so as to have in place plans and procedures to react to changing security levels

The International Safety Management Code (ISM) was mandated in 2002 for all vessels over 500 GT's. This code is based on International Maritime Organization (IMO) guidelines. ISM guidelines for vessel safety and security established clear lines of responsibility which falls on the owner of the vessel. ISM essentially is concerned with environment and passenger safety.

Twelve-Five Standard Security Program (TFSSP)

The Transportation Security Administration (TSA) created the TFSSP, which is a security measurement for charter air carriers with a maximum certificated takeoff weight of 12,500 pounds or more. The rule requires certain aircraft operators conduct criminal history records checks on their flightcrew members, and restrict access to the flight deck. The "certain aircraft operators" include "scheduled or charter service, carrying passengers or cargo or both...to, from, within, or outside the United States that use aircraft with a maximum certificated takeoff weight (MTOW) of more than 12,500 pounds."
